Bill received his J.D. from The University of Texas School of Law in 1976, where he became a member of the Phi Delta Phi legal fraternity. In 1969, he graduated with his B.S. in Engineering from the United States Military Academy after being on the Dean's List for academic excellence.

Military career
Bill entered the United States Army as a second lieutenant in 1969. He progressed through the ranks to become a captain before his honorable discharge in 1974. Bill attended Air Defense Artillery School and became a missile control platoon leader at Nike Hercules Missile Companies in Buffalo, New York and Pittsburgh, Pennsylvania. After attending and graduating from helicopter flight school, he was assigned to a tour of duty as a platoon leader in the Republic of Vietnam.
While serving his country, Bill's helicopter was shot down 30 miles behind enemy lines in Cambodia. Bill was one of just four to survive in a troop of 22 solders and, though wounded, he rounded up the survivors and evaded a pursuing enemy company for three days before being rescued by American forces. Bill was awarded the Purple Heart and the Silver Star, the third highest medal for heroism. After completing his tour in Vietnam with 13 Air Medals and the Bronze Star, Bill served the remainder of his commitment at Fort Campbell, Kentucky.
